Aid & Attendance and Housebound

US Department of Veteran Affairs - Veterans and survivors who are eligible for a VA pension and require the aid and attendance of another person, or are housebound, may be eligible for additional monetary payment. These benefits are paid in addition to monthly pension, and they are not paid without eligibility to Pension.

Since Aid and Attendance and Housebound allowances increase the pension amount, people who are not eligible for a basic pension due to excessive income may be eligible for pension at these increased rates. A Veteran or surviving spouse may not receive Aid and Attendance benefits and Housebound benefits at the same time.

In partnership with the Veterans Housing and Homelessness Prevention Program (VHHP), LINC Housing has announced the availability of affordable three bedroom apartments at Liberty Village, a 37 unit multi-family apartment complex in the city of Beaumont, CA. These new income restricted apartments will help meet the great need for housing for veterans with low-income in Riverside County and surrounding areas.

Post - 9/11 GI Bill - Veterans may be eligible for education benefits to pay for tuition and fees, a monthly housing allowance, books and supplies, and rural benefit payments. Some service members can transfer the benefits to their spouse or children.  A veteran may be eligible if they have at least 90 days of aggregate service on or after September 11, 2001 or were discharged with a service-connected disability after 30 days. Veterans must also have received an honorable discharge or have been medically discharged to be eligible. Typically most education benefits can be collected up to 36 months, however, the maximum that can be collected under any combination program is 48 months.

GI Bill beneficiaries - The Department of Veterans Affairs’ Education Service is pleased to announce that it now has a dedicated phone line for GI Bill beneficiaries who are a surviving spouse or child of an active duty service member who died in the line of duty and need assistance with their education benefits.

Free Veterans Legal Clinic

Riverside County Veterans’ Services and the Veterans Legal Institute have joined forces to offer free legal advice to at-risk and low-income veterans and their dependents. The legal assistance is for civil matters, including healthcare, housing, immigration, discharge upgrades, bankruptcy, license renewals, consumer law, estate planning and expungements. Clinics take place will take place every third Tuesday of the month from 9 a.m. to noon at the Riverside County Department of Veterans’ Services, 4360 Orange St., Riverside. The next clinic will be held Tuesday, Oct. 15. Interested veterans are encouraged to set up an appointment, as walk-ins are not guaranteed. Legal-Medical Clinic - The San Bernardino Vet Center and the Legal Aid Society of San Bernardino have formed a partnership to help Veterans address civil legal problems that can affect health and well-being. There are no income limits and the veterans can be facing legal issues in any County in Southern California.

In order to link Veterans to the Legal-Medical Clinic have them call the San Bernardino Vet Center at (909) 801-5762 and request to be referred to the Legal-Medical Clinic. The Legal-Medical clinic will decide eligibility. I have attached a flier that offers more information regarding the clinic and their services.

Some of the legal issues they can help Veterans address are:

  • Benefits: appeal denials of food stamps, health insurance, cash benefits, and disability benefits.

  • Housing: secure housing subsidies; improve substandard conditions; prevent evictions; protect against utility shut-off.

  • Education & Employment: Secure specialized education services, prevent and remedy employment discrimination and enforce workplace rights.

  • Veterans & Immigration: Resolve veteran discharge status, clear criminal/credit histories; assist with asylum applications.

  • Family Law: Secure restraining orders for domestic violence; secure adoption, custody and guardianship for children.

Heal Vets - carries hundreds of various craft kits that fall within four primary categories — woodworking, leather, painting and scale modeling. The kits are absolutely free, including all shipping costs. HEAL VETS Kits range in difficulty from level 1 to level 4 (1 being the most simple). Each kit comes with a thank-you postcard, allowing the veteran to write a personal note of thanks directly to the donor. Postage has already been paid by HEAL VETS, so once card(s) are completed they may be picked up by your postal carrier or dropped into any USPS mailbox.
